La caduta del Muro di Berlino ha rotto l'equilibrio dell'ordine politico in Italia e ha decretato la fine dei partiti di massa. In Europa l'idea che il crollo del Muro di Berlino avesse espulso il conflitto dalla storia sembrava un'illusione. Sia in Italia che in Europa ciò era dovuto a una insufficiente capacità di comprensione e di governo di un evento così complesso e degli innumerevoli effetti che avrebbe causato.
