Over the last decade, the system of local government in many member countries of the European Union has gone through a period of rationalization. This is a reaction to the remarks made by some European institutions1 , which have identified the multilevel dimension of local governments in the member states with the greatest financial difficulties as a source of expenditure to be reviewed in a reductive way in light of the economic crisis that has hit Europe.
