The political and administrative corruption trials that began in Milan in 1992 signalled the end of the political system established after the Liberation. Not always consciously, the judiciary played the role of midwife to the new system born of the 1994 elections.that system was born in a climate of suspicion and mistrust of politics and political leaders; these traits still prevail and will continue to prevail until the strength is found to rebuild civil, political and institutional modes of conduct modelled on the principles of trust and respect. this is primarily a task for politicians but citizens, too, must have a sense of their own specific duty to participate in this task of renewal.
