Di fronte alle attuali pressioni migratorie dai paesi più poveri verso i paesi più ricchi i costi e i pericoli delle migrazioni non autorizzate paiono agire come meccanismo di razionamento, limitando le migrazioni effettive a una piccola frazione del loro grandissimo potenziale. Per quanto ciò possa parere eticamente aberrante, si tratta in pratica dell’unico efficace fattore limitativo delle immigrazioni di massa che è permesso dal diritto internazionale. Forse c’ è qualcosa non va nel diritto internazionale.
